The question about whether who should take the greater responsibility in education fund is still in the debate, whether the government as the indirect beneficiary or the student as a direct beneficiary. In the starting point, this essay is particularly takes the argument that Commonwealth government should have greater responsibility in this matter due to several reasons. However, in the effort to cope with the existing situation in Australia, this essay also argues that responsibility of the other parties are also important and, as a result, together these elements should coordinate and define the most affordable scheme for everyone. Some facts will be given to support the arguments.
