David Hendy’s account is at once scholarly and readable – never leaden, always briskly paced. For instance, the wranglings over network reform during the late 1970s and early 1980s generated innumerable working papers, background briefings, notes, memos and review board minutes, yet Hendy guides us nimbly through this bureaucratic morass. Indeed, his narrative acquires something of the tautness and drama of a thriller, even though we know that the eventual outcome did not differ greatly from the status quo.
