The objectices of the research are to examine : 1. the effectiveness of P3A (The Organization of Water User Farmers) in management and use of embungs' irrigation (water collector) in rainfed land and 2. influence of management and the use of embungs' irrigation on farm productivity, farm income, and household income of the rainfed land. The research uses survey method. Primary data were colected by interview and observations. The survey interviewed 120 respondents and key informants. The findings of this study show that : 1. among four P3A observed, only P3A beriuk pade girang manages effectively the system of embungs' irrigation, other, it is less effective and not effective and 2. the management and use of embungs' irrigation have an impact on the increase of term productivity, farm income and household income of rainfed land.
