This study had been conducted in bogor districted in bogor district since november 2002 up to august 2003. The objectives of this study were : 1. to identify those factors having influence on the effectivity of the empowerment of the KPK's members 2. to find out how those factors having influence on the capacity improvement of the KPK's members, the business progress of the KPK's members and the social beenfit for the KPK's member 3. to formulate the effective empowerment strategy order to improve the capacity og the KPK's members, the business progress of the KPK's members and the social benefit for the KPK's members. The results of the study show that : 1. the cosmopoliteness of the KPK's members and the needs of having group were the factors having influence on the effectivity of the empowerment of the KPK's members seen from the capacity improvement of the KPK's members point of view, and the local government involvement, the cosmopoliteness of the KPK's members, the business dimention of the KPK's members, and the quality of the guidance were the factors having influence on the effectivity of the empowerment of the KPK's members seen from the social benefit for the KPK's members point of view 2. seen from the capacity improvement of the KPK's members point of view, the cosmopoliteness of the KPK's members had the strongest effect, followed by the needs of having group 3. seen from the business progress of the KPK's members point of view, there was no variable of the research having influence on the business progress of the KPK's members 4. seen from the social benefit for the KPK's members point of view, the quality of the guidance had the strongest effect, followed by the cosmopoliteness of the KPK's members, the business dimention of the KPK's members, and the local government involvement 5. the empowerment strategy must begin with developing the quality of the guidance and providing easier acess to the information for the KPK's members and then with improving that local government involvement and the needs of having group
