The purpose of this research is to investigate the impact of contingency relation among structural hierarchy (high and low), types of control (output control and behavioural control) and degree of centralization (high and low) on organizational unit performance. High organizational unit performance depends on proper use of strucutral hierarchy, types of control and degrees of centralization. Phenomena investigated are : 1. high - level organizational hierarchy will have high performance if they use output control with low degree of centralization 2. low - level organizational hierarchy will have high perfomance if they use behavioural control with high degree of centralization 3. both hierarchies should use different types of control and degree of centralization Data were collected through questionnaires spread at kantor pelayanan pajak and perum pegadaian. Number of samples are 204, where 43 samples of high - level organizational hierarchy and 161 samples of low - level organizational hierarchy. Analysis method use are : 1. reliability and validity analysis to get a set of questions within research variables 2. multiple linear regression analysis to test hypothesis of each organziational hierarchy level 3. independent - sampels T test to test different use of contingency variables among each organizational hierarchy level The conclusion of this research are : 1. high - level organizational unit hierarchy which use output control and low degree of centralization will have high performance 2. low - level organizational unit hierarchy which use behavioural control and high degree of centralization will have high performance 3. high - level organizational unit hierarchy should use output control and low degree of centralization 4. low - level centralization 5. improper use of types of control and degrees of centralization will result in low organizational unit performance This research reveals that staffs in low - level organizational unit hierarchy who use output control and low degree of centralization have low performance.
