This paper discuss decentralization and its on the environment. it state that decentralization has emerged environmental degradation. Since decentralization took place, legal logging, ilegal mining and many other natural resources exploitation had occured worse than ever before. Local elties(political, bureaucracies, and industries) together with the local comunity engage to exploit the natural resource for increase their prosperity. this os pushed for four reason: 1) legacy from the New Order period that earn money through easy way; 2) return for their compaign fund for the elected official such governor or regent; 3) patorn-client relationship between the elected official and their supporters which is the former give the material resources (licenes, contract, etc) andt the later give their loyalities; and 4) revenge for property that they have ever around as marginalized local people in New Order period. To figure out this problem, the writers rargue for four alternative : 1) enhance the legal consciousness and raise the awareness for precerve the environment; 2) increase in controlling mechanism and give strict sanction for the disobediences; and 4) involve the third parties (NGO, both local and international) for overcoming the environmental crisis.
