The mandate of article 18 Law 32/2004 is about authority given to regency government by local goverment in managing the shoreline and resource contained, but it has o be suitable with l;ocal characterstic whch one third away from province goverment aouthority area. This kind of decentralization demands on not only an equied goverment, but also goverment responsiveness in managing the shoreline based on justice and sustainability values for those local stakeholders whom in charge. BUt the obstacle were appeared such as lack of personnel, minimum budget, and poor equipment and document (P3D) in implementing shore line decentralization. This paper explore the role taken by local goverment in responding the shoreline management mandate and the dynamics of local politics that surely appeared in shjoreline management. refers to the result of field study that had be done in 2006 and 2007 and based on qualitative research method, this paper shows the comperative study between two regincies in the eastern island in Indonesia, Pangkajene island nad Konawe. Comparison between these two regencies offers three important reviews on shoreline managemt, It did not only revels a contrast outlook and experiencies at management mechanisme in shoreline, but also highlighted the varied manasgements and obstacles which can be very much enriching in shoreline management process. On this paper, the aregument presented is decentralization of shoreline has been triggered and increased patterns of management andimportant roles for locl stakeholders in dealing with new obstacles in shoreline management.
