Abstract
To gain competitive advantage in a fast changing environment, a higher education institution must continuously adjust their strategies to fit that environment. One important strategy is how to determine appropriate practical actionsbased on what students really need and want.This study presents an integrativehigher education model by incorporating the SERVQUAL model with fuzzy mode, the Refined Kano model, and Blue Ocean Strategy in order to suggestappropriate actions. This integrative model is based on the importance, expectation-perception gaps, and functional-disfunctional survey of service quality attributes. Through the SERVQUAL model with the fuzzy mode, it will simultaneously render the discretions on the linguistic implications much more accurate. By combining the fuzzy SERVQUAL and Refined Kano model can determine the priorityof service attributes. Then by exploring the four-action framework of Blue Ocean Strategy, the appropriate practical actions can be determined.
