Abstract
This research is motivated by the point of view that that the Level of Innovation is one thing that influences company’s progress in all areas. Companies must innovate in order to compete with other companies. Competitive advantage factors that must be possesed by every company in order to compete in the world market are mainly human resources for both the owner and the workers. This research would be conducted at Shoes Commodity SME in Bandung area. Innovation is the key that leads to competitive advantages, therefore it could be posited that the key of innovation is the human resources driving the company or organization. Companies require human resources with creativity in creating new products with improved quality and human resources with analytical and critical thinking in predicting what consumers need, favor, and want so they are able to respond the consumers by creating and providing the right products for consumers. The research was conducted to analyze factors that influences innovation level towards human resources development system at Shoes Commodity SME Cibaduyut Bandung. The results of data processing using SEM Partial Least Square (PLS) software proved that innovation level has positive influence towards human resources development system at the SME. External and internal factors as exogenous constructs of innovation level, correlate and influence human resources development at Shoes Commodity SME Cibaduyut.
