The Reform Treaty or Treaty of Lisbon was initiated to overcome the impasse after The Contructional Treaty was voted down in France and the Netherlands in a referendum. The most significant characteristic of the Treaty of Lisbon in the institutional change to accommodate the increase in EU membership from 6 to 27 and as a consequence the nationalisation of "qualified majority voting" to balance the bigger and smaller countries and the old and new members. Of crucial importance is the cration of the office of " The High Representative of the Union for Foreign Affairs" who is assisted by the "European External Action Service". The instruction gives the EU an additional feature in conducting the European Union foreign policy. Indonesia will have to adapt itself to the new development in the EU foreign policy making and execution to the conventional conduct of its diplomacy towards the EU.
