The Regional Government of DKI Jakarta has begun, ten years ago the reform of government system, but until now, it could not be made yet a significant changing. It only created the democracy at minimum level, where the elite groups dominates the structure, process and ouput. Political, government and bureaucracy reform did not create yet a better level of life to the people. That condition was constrained by Political and Government system. This paper will discuss the effort how to eliminate the political and government system constrains in order to create good governance, and better life for the people
