It is predicted that economic interests tend to subsume any political and governmental purposes, and in the case of the introduction of transgenic plants in indonesia, it is very unlikely that the instruments of the state will reject the introduction of genetically modified organism, GMO (or organisme termodifikasi secara genetis, OTG), i. e. transgenic plants. I identified five factors to be considered when transgenic plant is put in face - to - face with developmental policy. The first is the disparity between knowledge in society and the minimum requirement of scientific knowledge behind the technology. The second is about the problem of how technologicla development is put into the context of developmental policy. The third is concerning the technical complexity behind the transgenic plant. The fourth and fifth are about the relation between the new technology and domination of power in society and the new technology as part of production and reproduction of social relation. It is suggested that in society, both government and or non - government take a distance from any parties who are involved in the process of adoption and who are involved in the process of adoption and diffusion of the technology. This will give isntruments diffusion of the technology. This will give instruments in the society to control the application of the technology, and to give advise and protection to any parts of the society from adverse effects that may be caused by the application of the technology as part of any economic interests.
