Poverty could be seen as the son of development. At one side development is intended to create welfare and wellbeing for the human kind, but at the other side it gave birth to poverty and backwardness. The question is why development with its high demand, on the countrary creates poverty? The answer lies in the paradigm used as guidance and framework for development. The paradigm might be wrong in its theoretical assumption as well as practically; or it might be theoretically well but failed in its praxis. It must be accepted that a paradigm has its own limitation and might not be able to address the intended development's objective and needs, which thus might be tha cause for poverty. In this article the people centered development paradigm is considered theoretically but failed in its praxis to overcome poverty because it embedded vested interest of the elites. This paradigm has failed from the period of the New Order as well as the current Reformation Order. To overcome poverty, there is a need for a new paradigm.
