Considered as a national government institution which can be relied on to effectuate democracy in Indonesia, the Indonesian Parliament is an institution which has a large and long experience, since colonial period, going through the time of beginning of independence, Old Order (Orde Lama), New Order (Orde Baru) until the reform period. However, this long and large experience obtained along the time, in fact, doesn't condition the appearing, both maturity of tradition, institution and behavior of politicians and the members of society. If the Parliament who has the function to hold responsible for and to create public policy in form of Laws and regulations doesn't contribute for democracy development to reach its apogee, so it can not be surprised if the transition of democracy in Indonesia trapped in producing only a minimal level democracy. This paper has its aim to explain the tendency of Indonesian Parliament to create minimal level democracy, focusing its attention on several key factors as following: First, paradigm's confusion of political and government system picked out and utilized for the structure and function of Indonesian Parliament. Second, the engineering of Indonesian Parliament institution as a sub-system of Government System. Third, the characters of Indonesian Parliament members which determine their behaviors in effectuating parliamentary machine.
