The problem of bureaucracy in handling development projects is becoming increasingly intricate and cumbersome. Top level leaders in the bureaucracy it self often have great difficult accepting the project's final results, which may differ greatly from the original concept that was laid down beforehand, especially in the area of quality. What has in fact happened here? Is it really true that the problem is restricted to unreliable or faulty management?
