The issuance of Law No. 18 Year 2008 on the state budget of 2009 in which 20% of it be allocated to education gives optimism for improving the quality of Indonesia higher education. However, it depends on the appropriate plans into which the money will be allocated. Right now higher education policy is heavily influenced by neoliberal world-view in which education tends to be commodified and commercialized such as through the Law No. 9 Year 2009 on the corporatization of education institutions. The concept of "World Class University" is confusing and unclear since it takes as benchmark the quality of university at Organization for Economic Cooperation and Development (OECD) countries, which have already been modern, advanced, and industrialized.
