Indonesian area in South region especially located in South Konawea district, Southeast province, is far away left behind than west region in Indonesia. besides it is far from the government concern, the development is considered relatively low, including the fishery industry sector in South Konawea district. Many classical problems happened in that area, including the lack of qualified human resources, financial resources, infrastructure facilities, and technologies outdated. A strong willingness to decrease those left behind problems is proven by South Konawea district government who works in fishery division by making fishery industry development model in South Konawa district.
