Shirakawa Masaaki became the new governor of the Bank of Japan April 9 this year. For three weeks after the term of outgoing Governor Fukui Toshihiko ended on March 19, political confusion blocked the inauguration of a successor, a most unusual situation. In the end, though, a highly suitable person was chosen. I had the opportunity to work in close proximity to Shirakawa when I was at the BOJ from summer 1998 to autum 1999. That was a time of vast change in financial markets and systems at home and abroad, and unprecedented events occurred events occurred in succession.
