In this article, I will present my opinions about the idea giving Japan’s permanent resident foreigners the right to vote in local elections. But before I do so, I think I should touch on the issues of Koria ron-literally “ Korea theory”, referring primarly to serious commentary in the Japanese media about Korea- and of the Koreans in Japan, commonly called zai-Niochi. This is because the issue of voting rights for foreigners is a matter in which the Zai-Nichi are deeply involved, and overlaps the Koria ron and zai-NIchi issues.
