"Anti-Urbanisation", as one link in the chain of a unified agricultural and rural development program in the People's Republic of China, gives promise of a type of development whose effects can be enjoyed by the whole populations. According to Prof. Mubyarto, the future of modern China is a productive and efficient rural program. The reformation of production activities on the basis of a work contract, as an applications of "responsibility system" in China, has encouraged a desire for self-sufficiency as well efforts to overcome the real problems of development. The national leadership, both formal and informal, don't want to be trapped in an abstract planning scheme.
