The regulation on political finance depend on the form of the election system. Indonesia implementing two major system; party based electoral system for legislative level and candidate based electoral system for presidential and local mayor/governor election. In party based electoral system, the finance support of political party is very important. The new provision on Political Party Law regulated the separation of campaign finance account from the routine account to ensure the same level playing field between old party and new party. The Election Law regulated the limitation of donation from individual and business sectors for political party campaign finance and forbid the campaign account from illegal sources such as money from state own enterprises and from unknown sources. The provisions on campaign finance on both law try to ensure that although the money is not distributed equally, but the election can be fairly prepared the same level playing field for party and candidate competition.
