General Election as a democratic institution should be processed honestly and fairly. It's a pity that with its age more than a half of century, Indonesia only carried out nine general elections with the quality of process, impact and benefit far from fulfilled the political necessity. But those general elections did not have any systematic relationship to several political and government institutions. It's with great regret to say that general elections applied in order to create democratization, precisely, to product insignificant benefit for the people. Consequently, general elections of this kind, only produced a minimum benefit, in other words, only functioned to create low level democracy. Political effort of this sort, certainly, derives from non-paradigmatic way of thinking and act. The performance of non-paradigmatic way of thinking and act. The performance of non-paradigmatic architect and organizer of general elections which produced an irrelevant public policy could be seen in the choice of general election system, in the relationships of general election system to the system of representation, party system, and political and government system. All those relationships mentioned are the subjects of this paper.
