The aim of this research is to estimate dioxin/furan and concentration that can be used to present an alternative policy for emission reduction. The research applied the emission factor dispersion methods. The result of estimation indicated that the dioxin/furan pollution has already high, therefore the estimated average exposure to dioxin also above total daily intake. The approacges on reducing the emission can be through command and control (CAC) and economic instrument (EI). In CAC, it suggested that the government develop a standard such as air ambient concretartion standard, maximum emission, and standard technology, while for EI by tax regulation and fine. The research conlusion is, dioxin/furan pollution should be reduced through the combination of CAC and EI system. In addition to common rules, the policy should include public campaign, best available technology, as well as define the responsibilities in every related institution.
