Isi artikelBureaucracy, inside which the Civil Servants are, is one of important political structure in democratization process. Tendency which has happened, during the period of New Order Government was that bureaucracy became political power machine in order to justify all government policies. Even, bureaucracy became political machine of political party which was power to win the general election. Eventually, bureaucracy became political power who took sides to the regime in power and also became potent instrument in gaining and legitimating power, with the result that democratization process found blind alley, especially, because the role of bureaucracy and Civil Servants was distorted. If Civil Servants was disorted. If Civil Servants take the position of neutrality to the political party competition to struggle for power and obtain support of voters, it is certain that the principle of political equality and freedom can be more guaranteed, so that the political process could be more healthy and adult. The policy of maintaining Civil Servants neutrality in general election as the experience of general election of 1999, has tobe evaluated and develop. The research shows that the prohibition of Civil Servants to members of political party has brought advantage, i.e.., is not visible the behaviour of taking part of Civil and the guaranteeing freedom of giving votes by Civil Servants. Political still considered not to push Civil Servants’ neutrality. The tendency to use bureaucracy person which have the affiliation or sympathy to the winner of general election and regional chief’s political party in important position in bureaucracy, and as consequences Civil Servants do not become neutral. The tendency which emerges inside the has to maintained, considering the big advantage of that policy, not only to guarantee the right to vote and professionalism of Civil Servants, but also in order to create qualified general election
