Recently, various studies have been made in industries to improve business efficiency. The concept of "Virtual Enterprise" is one of those studies, and it aims to standardize an information-sharing mechanism among different companies, to establish a common information infrastructure for cooperative work among different companies when necessary, and to gather core competence of different companies. In cooperative work support systems for virtual enterprises, the mutual connections are generally loosely coupled, and the network systems among each component companies are often isolated. So the works tend to be done separately. We propose a method for producing a specifications document, in which parts are individually developed among multiple workers in a virtual enterprise environment, and the parts of those workers’ responsibility are overlapped. Work results by each worker are treated as replicated data (i.e., replicas) of a distributed database, and the replicas are updated independently. Consequently, the replicas become inconsistent with the original database after updating. We consider that recovering the consistency between replicated data corresponds to achieving the adjustment of workers’ results or opinions. The recovery is obtained by using the semantic information, which may be expressed by tree structures. The degree of completeness about specifications is assumed to be measured by "width" and "depth" of tree structures, and the temporary specifications are composed by the tree composition so that the degree of completeness may increase. For computer processing, some frameworks describing the specifications must be necessary. By describing specifications using LOTOS (ISO, 1989), an example explains that the composition can be realized
