This article sets out to explore the issue of evaluation in an Excellence Cluster, funded in April 2001 as part of the Excellence in Cities initiative.We offer this investigation as a model for discussion about how such schemes should be evaluated.We define monitoring as systematically collecting data over time, reviewing as judging the progress towards objectives and evaluation as looking back over action taken, considering the value and effectiveness of what has been achieved and deciding what action to take next (Rogers and Badham 1992, Aspinwall 1992).
