The Dutch education and training legislation of 1995 that came into force in 1996 (Wet Educatie en Beroepsonderwijs or WEB) set a clear direction for vocational education and training (VET) within the context of institutional reform which has seen dramatic mergers of vocational education providers and the creation of very large regional colleges (Regionale Opleidings Centra or ROCs).The central purposes of the legislation are summarised handily in the preamble as:
