If we were to reflect on the amount of page space allocated in literature associated with school improvement and effectiveness we would find that a considerable amount of it would address the ideal organisational ’conditions’ that schools should adopt in order to promote high performance (Hopkins, Ainscow and West 1994, Sammons et al 1995, Stoll and Fink 1996, Boyle and Clarke 1998). There is far less page space given to the ’purpose’ which might inform these conditions, and which inspires staff to undertake such change in the first place. The persistent drive for more effective schools, annually demonstrated through their standing in league tables begs an important question, ’effectiveness for what, and improvement for what purpose?’ The current rhetoric coming from central government seems to indicate that the ’what?’ is best summed up as an improvement for national needs, mainly economic, enabling ’us’ as a nation to compete within the global economy by developing the information or knowledge society. This has obvious currency, and is an important national goal, but it also indicates a superficiality and an instrumental dimension to ’education’ which has crept into the common parlance.
