The purpose of the research, which was funded by the Leverhulme trust, was to study the strategies employed by headteachers and other staff of legally autonomous primary schools who are voluntarily collaborating with one another to improve educational experiences for their pupils by sharing human, material and financial resources in a post educational reform climate and against a background of cuts in educational expenditure.
