Partnership arrangements between institutions of higher education and further education have developed in order that opportunities for access and progression can be provided on both a regional and national basis. Underpinning this is a commitment to provide the general public with a greater choice of vocational educational provision which it is hoped will stimulate individuals to update themselves by undertaking programmes of advanced study. Furthermore, it is anticipated that employers will encourage able employees to upgrade their skill base through organisational sponsorship, the objective being to groom high-fliers for greater responsibility.
