The education reforms that took place in England during the Eighties gave greater priority to parental choice of school than previously. With the 1988 Education Reform Act, a ‘quasi-market’ in school-based education was introduced (see Le Grand & Bartlett, 1993). As a result of these and later reforms (particularly the introduction of examination ‘league tables’), certain oversubscribed schools have been in a position – and had an incentive – to ‘cream skim’ by selecting particular categories of pupils. These schools are those that are both responsible for their own admissions, foundation and voluntary-aided, and oversubscribed.
