The world of education is overflowing with Cassandras. We repeatedly warn governments of the unintended consequences of their actions and, unfailingly, they refuse to listen. The recent past is littered with examples of initiatives that were supposed to bring improvement but which have at best proved neutral and at worst have increased the cynicism of teachers, heads and governors in our schools. Performance related pay and that inexcusable waste of money called threshold assessment, not to mention AS levels, are prime examples of our culture of testing children to destruction.Then there is a performance management system that expects governors to appraise headteachers – and which has sold both groups short – coupled with private finance initiatives where developers have milked millions of pounds from the system.
