The Government introduced the policy of jj Home-School Agreements (HSA) in September 1999, as a mechanism to T strengthen relations between parents and schools. With no legal underpinning it was unclear how committed schools would be in implementing the policy, especially as it was one of around 19 other new initiatives at the time. We set out to look at the implementation and impact of these documents, as experienced by a sample of our partnership schools.
