An old Chinese proverb suggest that a journey of a thousand miles begin with a single step. The first step is the individual's commitment to becoming a business owner. Next comes choosing the goods or services to be offered a process that means investigating one's chosen industry and market. Making this choice also requires would be entrepreneurs to asses not only the industry trends but also their own skills. Like the manager of a big business, small-business owners must be also be sure that they understand the true nature of the enterprise in which they are engaged. In the development of human resources the educational and training programs introduced by the government agencies for smallscales business were planned at cultural level. Too many programs often been irrelevant to the need of the small business sector, which is heterogeneous in nature.
