Some wars are proclaimed, and some are more covert if still all too real. President Bush seems to have declared a covert war on poor people. Some of the warfare seems to be direct, and some seems to be due to the side effects of a campaign of beneficence for the well-to-do, primarily through tax relief. The examples of both types are many.
