Temporary Assistance to Needy Families, which replaced Aid to Families with Dependent Children in 1996, ended federal entitlement to cash assistance for poor women and their children and established a welfare cliff—a 5-year, lifetime limit for receiving assistance from federal funds. This article discusses the implications of time limits for the development of state programs and for the lives of poor women and their children.
