This article presents a feminist analysis of the Personal Responsibility Act of 1996, which ended women’s and children’s federal entitlement to welfare. It draws on the congressional hearings preceding the act’s passage to argue that the act was crafted to discipline poor women who seemed to challenge traditional gender roles and deep-seated values about women’s place in American society.
