Iwrite this column as a cry of pain. This nation, which I loved and cared about all my life, even if I did not always agree with what itwas doing, has gone to a place where I can no longer find the nation I once loved and admired. The process has been happening over a number of years, and the full impact has truly hit me only as I watch in horror the response to Hurricane Katrina. Katrinawas a natural disaster of unprecedented dimension, but it also served to reveal, at least to me, the extent to which this nation no longer adheres to the values and concerns that it had long stood for. Nor does the federal government seem capable of effective action, not only regarding Katrina but also regarding other sectors. Many agencies inWashington had long discussed the arrival of a Katrina-strength hurricane, but what was done to protect a city that is belowsea level—a recognized target? I think of the Netherlands, a nation that is entirely belowthe level of the North Sea, which built a system of dykes that has held up against the worst of North Sea storms. Other nations have protected their vulnerable places, too. Why didn’t we?
