This paper considers an off-line reference management technique for discrete linear systems with time-varying uncertainties and with state and control constraints. For an attainment of a constraint fulfillment which is the original goal as a reference governor, we employ a concept of a maximal output admissible set for the time-varying uncertain systems, and show a necessary and sufficient condition for fulfilling constraints, which is described with the maximal output admissible set. Also, as well as the constraint fulfillment, this management technique can explicitly take into account and optimize a nominal tracking performance. At last, the effectiveness of the proposed procedure is illustrated by example.
