Isi artikelThere are four big categories of how to manage urban water supply: public, private, community or their combinations. The debate of which is the best in making urban inhabitants improve their livelihoods has not been resolved yet. Nevertheless outside there, there are 1.1 billion people lack access to safe drinking water, a very important source for sustainable livelihoods of all human beings. The purpose of this article is to resolve the debate by applying sustainable livelihoods analysis. This article will also propose a new model that could be used as a tool for analyzing the role of private, public or community-based or their combinations that will benefit to the people’s livelihoods and to the aspects of sustainability and vulnerability, and a tool for policy leverage to improve the role of the agent.
