Reviews the subject of delegated funding to UK schools, some of the impacts of the 1988 legislation (Education Reform Act) and the inevitable impact on the management of such centrally provided services as school library services (SLS), stressing that the changes made as a result of New Labour policy are merely extensions of legislation that has gone before. Those SLS which have hitherto escaped the influence of delegation over the last 10 years, will now, almost certainly be affected in some way. Sets out the rationale for delegated funding and some of the existing models upon which this can be based. Considers the SLS management in the context of the overall management environment of the 1980s and 1990s, with the emphasis on market oriented service organization.
