It can be argued that at the local level elected members are the prime decision-makers so far as public library services are concerned. Their views are therefore of some importance to the library profession. Making use of their own words, this study presents the results of a survey of the opinions of elected members on the use of voluntary organizations, contracting out, charging, the provision of premium services, and the political and managerial decentralization of library services.
