Abstract
Although numerous publications on rural health care in developing countries are available, accounts of the experience of socialist countries, such as the People's Republic of China and Cuba, are underrepresented. Experiences in China and Cuba put to question the widely held beliefs that due to lack of resources, developing nations cannot provide comprehensive care to all their people. Socialist countries' experiences indicate that failure to deliver care to the majority of people is simply a matter of poorly distributed resources. Both China and Cuba demonstrate in health services their commitment to minimizing inequalities between social classes, between Cities and rural areas, and between regions. Redistribution of resources must be accompanied by development of new resources. In this sense socialist countries are defining the people as their resource and are deploying them to create health services for rural and urban population. Massive popular participation in the health sector is required rather than the training of a few to care for the majority.
