The problem with health care is not how to guarantee good health for all citizens but how much a society is willing to invest in health protection and how this investment can be used most efficiently to improve the health status of the population as a whole. The issues involve goverment, health professions, medical schools and other training centres, hospitals, health centres, clinics, pharmacies, and most important, the individual citizens who are the ultimate consumers of health care services. Together, the groups involved must examine the present system and resolve three fundamental issues: allocation of resources to health care; optimal use of these resources by proper design of the system; and greater sharing of the responsibility and decision-making with the community. |
