Official publishing in France is not centralized. Important publishing houses coexist with a great number of originating bodies and distributors of their publications. Distribution on the whole is very limited and badly organized. The situation has long been seen to be deplorable. The government has made several efforts to improve it, notably by setting up the Commission de Coordination de la Documentation Administrative (CCDA) in 1971, which has two main terms of reference: to improve government departments’ standards of documentation and to co-ordinate their publishing activities and improve the distribution of government publications. Over 10 years the CCDA has carried out important work, but it is still far from having achieved the objectives set for it and must continue its efforts.
