Abstract
The chapter covers six papers on health manpower planning. The first paper explains the Medex System of the United States and emphasizes that it can be modified to the needs of a particular country. The second paper proposes a university training program (in Nigeria)for medical assistants with opportunities for postgraduate training following a period of field experience in the rural areas. It lists problems of expansion of undergraduate medical education, such as scarcity of teachers in the basic medical sciences; concentration of teaching facilities in teaching hospitals; inadequate numbers of consultants and teachers to train the teachers; and lack of funds. Paper three observes that nurses in Nigeria comprise the largest single professional group of health manpower; hence they should have representation at all levels of health planning operation. The fourth paper emphasizes the need for biostatisticians and other health statistics personnel to provide vital statistics for health manpower planning in Nigeria. Paper five proposes a survey to identify the specific health problems in Nigeria, to be followed by an operational programme according to the health plan. The final paper emphasizes that the medical assistant cadre was meant as a temporary feature, which should later be absorbed into the appropriate hierarchy in the Nigerian health delivery system. Subsequent discussions centred on medical assistants, cheaper Construction of hospital structures, task analysis, improving the environment and housing conditions, establishment of a planning unit in each ministry of health, preventive and curative medicine, coordination of medical activities to make adequate use of existing personnel, and the need to pay more attention to dental care.
