Indigenous nonprofessional: a strategy of change in community action and community mental health programs

Abstract
This is a report discussing a strategy to meet the manpower and programme crisis that faced new U.S. community action and community mental health programmes. The need for and use of indigenous nonprofessional workers in such programmes is systematically analyzed. The nonprofessional worker is recognized for his capacity to interact easily with his social community because of his social position, life style, motivation, language, and knowledge of the community. The nonprofessional indigenous worker expedites programmes by relating as a link between the programme's clients and the community resources that exist to aid the client. He or she acts as interpreter, negotiator, lay attorney, educator, instructor, helper, companion, counselor, supporter, intervener. Mental health services have been able to use these workers as community action aides, housing service aides, home manager, child care aides, parent education aides, home service aides, child service aides, case work aides, or research aides. Each type represents a new or different way agencies have used to provide services employing nonprofessional-type indigenous workers. Issues in training indigenous nonprofessionals are discussed and include the need to be assured these workers do not lose touch with their communities after they are trained. In conclusion the use of indigenous nonprofessionals is likely to be effective in helping community action programmes of various types meet their objectives of community interaction with the programme.
