Abstract
This study was the first in a series of four Johns Hopkins' health manpower surveys; the others were carried out in Turkey, Peru, and Nigeria. The book is designed to assist planning in Taiwan and to develop methods of health manpower analysis. The conceptual framework of the study is in six parts: (I)qualitative and quantitative analyses of the supply of health workers; (2)projection of this supply to the future; (3)analysis of current public and private sector demands for health services; (4)projection of these demands; (5)trial balance of supply and demand; and (6)corrective measures for any imbalances. Health workers considered here are physicians, herbalists and quacks, nurses and midwives, dentists and pharmacists, and environmental sanitation workers. Supply of nurses and midwives is a crucial problem in health manpower planning in Taiwan. There is a shortage of nurses but there are twice as many physicians as qualified nurses. Consequently, physicians perform inappropriate tasks better delegated to trained nurses. Untrained nurses' aides assume responsibilities for which they are not qualified. One causal factor is that nursing is not a high prestige occupation in Taiwan. Midwives outnumber nurses but the number of new entrants is falling, not even keeping pace with the increase of population or replacing the retiring midwives. Demand for medical care is examined considering the biological basis and the private and public sectors. Two appendices provide the statistical analysis and the household survey sampling design.
