In this paper, the development of a major new ESL programme will be discussed. In so doing, the paper will raise some fundamental issues relating to syllabus design, the specification of goals and content, and methodology. The programme discussed was developed to teach English to adult migrants and refugees arriving in Australia but it will be argued that the issues raised are as pertinent to foreign as second language learning.
