In its 20 years of operation, Universitas Terbuka (UT), a higher education institution which fully implemens distance education system, starts to offer graduate programs. Taking into considerations intense communication required in the programs, UT designs the program with full support of Internet facilities. Being in its initial step, UT limits the programs in seven regional offices which perceived to possess reliable access to Internet access and tutors. In addition, UT requires students to have access to Internet. The importance of Internet in the program is inevitable since supplementary materials and assignments are posted via the Internet weekly. Students have to regularly log in the website in order to follow courses in the program. A descriptive analysis of students registered at Jakarta, regional office provides initial picture on how students utilization of the Internet.
